Process:

  1. Buyer hires a Third Party Inspection Agency (like SGS, Bureau Veritas).
  2. Agency goes to Seller's factory before shipment.
  3. They check the goods. "Yes, these are Grade A".
  4. They issue the certificate.
  5. Bank pays ONLY if this certificate is present.

  2. For Seller: Proof that he shipped good stuff (Buyer can't complain later).
  3. For Government: Ensures banned items are not exported.
